BISBEE — Bisbee Fire Chief George Castillo is under investigation and has been placed on paid leave, city officials said last week.

Bisbee City Manager Stephen Pauken declined to reveal what the query is about, but in an email to the Herald/Review he said, “The matter is serious enough to warrant an outside investigator in order to ensure fairness to all.”

Pauken said both Castillo and Capt. Raul Villasenor have been placed on indefinite paid administrative leave “pending the outcome of an investigation of a personnel matter.”

They have been on paid leave since July 22, Pauken said.

The investigation could be completed by next week, Pauken said.

Castillo has given the city a letter of intent to retire, Pauken said, but no definite date has been offered.

“When we get the report, the city attorney and I will review it and determine what actions will be taken,” he said.
